ABSTRACT

This chapter identifies Agenda 21 principles aimed at integrating trade and environmental goals. It examines the text of key environmental components of the North American Free Trade (NAFTA), the North American Agreement on Environmental Cooperation (NAAEC) and the institutions they established in the light of the specific trade and environmental objectives laid down at the Earth Summit. The chapter highlights developments in the evolution and implementation of the institutions and agreements that will merit scrutiny in the years to come. The governing body of the Commission is the Council comprising 'cabinet-level or equivalent representatives of the Parties, or their designees'. The Council shall meet at least once a year in regular session and in special session at the request of any party. The Secretariat directs the day-to-day affairs of the Commission. It is located in Montreal and is headed by an Executive Director chosen by the Council.
