ABSTRACT

The Dutch Waste Management Council (WMC) developed its Ten-Year Programme on Waste Management (TYP 92) in 1992. This programme plans and coordinates the technology and capacity needed for final waste processing in the next ten years in the Netherlands. This case study describes the SEA that was carried out in developing this programme, focusing on the scenarios and alternatives that were developed and the methodology that was used to assess the environmental impacts of these alternatives. The success of this SEA and the review of its quality by the independent Dutch EIA Commission is discussed briefly.
