ABSTRACT
This study began with a belief that a careful, conceptually oriented examination of quota rules adopted in treaties could lead to worthwhile insights, which could be extended in a number of productive directions. It is time now to draw those insights together and to briefly indicate some future prospects for negotiating quotas.
