ABSTRACT

From preliminary observations, we can conclude that LA21, four years after UNCED, is still a low priority issue in Germany. Exact data are not available, but it appears that less than 30 of Germany’s more than 16,000 municipalities have initiated an LA21 process. This lack of response justifies a more detailed analysis of the institutional conditions and political obstacles that prevent German local authorities from initiating new forms of policy-making processes, as required by A21.
