ABSTRACT

This chapter illustrates the importance of local ecological consciousness in environmental policy by showing some examples in the Asia-Pacific region, and the effort of Asia-Pacific countries to involve their cultural values and traditional wisdom into a sustainable development path. It discusses fairness considerations in global and local concerns in the case of global climate change policy and shows some examples of how local concerns become neglected in the decision process of climate policy. The global trends of contemporary society are working, rather, to increase unfairness towards local concerns. In the series of decisions made by the Conference of the Parties, the Global Environmental Facility fund was established mainly for mitigation measures, but also in a limited area for adaptation. The global climate policy has created a new common currency–carbon equivalent or greenhouse gas equivalent–by which local environments can be evaluated.
