ABSTRACT
INTRODUCTION The environmental functions and responsibilities of local government are varied, and have traditionally been managed separately by different service and administrative departments. However, added emphasis has been placed on local authorities in recent years to help deliver sustainable development within the local community by the Rio Earth Summit, Local Agenda 21 and the EU Fifth Environmental Action Programme. These have led to many local authorities adopting broad environmental strategies which bring these functions and responsibilities together.
