ABSTRACT
Donor pressure has been instrumental in persuading many governments to rapidly phase out agricultural subsidies and other controls, often in the name of ‘sustainability’. However, what is being introduced in these cases is the financial sustainability of agricultural services, rather than the sustainability of smallholder agriculture. One does not necessarily lead to the other – in some cases too rapid a move to programme financial sustainability may undermine agricultural sustainability, or cause immense amounts of human suffering.
