The number of wars worldwide rose to 31 in 1998, up from 25 in 1997, according to AKUF, a study group at the University of Hamburg. 1 (See Figure 1.) This was an increase of 24 percent—the first since 1992. 2 In addition, 18 armed conflicts took place during 1998 that were below the definitional threshold of war, compared with 21 such conflicts in 1997. 3
