ABSTRACT
The strategic framework developed throughout this guidebook provides municipalities with a comprehensive picture of the elements of capacity building that can influence municipal attempts to extend or establish community participation. The framework for action, described in the strategic framework diagram (Box 2.1) and reproduced below, highlights four primary components of capacity building and the aims of each component.
