ABSTRACT
This chapter looks at why policy matters for soil and water conservation and why an understanding of issues involved in policy-making matters in particular. Using examples from different places and with reference to experiences in the country programmes of ISWC 2, it explores processes of policy change and looks at possible ways of engaging with these processes. 1
