At COP8 in March 1992, NGO observers lobbied parties to impose trade sanctions against China, South Korea (a non-party), Taiwan (a non-party but claimed by China as a province) and Yemen (a non-party) for their involvement in the rhino horn trade. 1 This reflected widespread concern about the precipitous decline of the rhino, caused primarily by continued trade in horn despite an Appendix I listing for all five species since 1977. 2
