It was also the desire of the Embassy to engage a few English ladies to go to Japan, to teach Japanese women household duties as known and practised in Great Britain. I was therefore deputed to engage for a period of three years, three ladies, one a matron at $150 per month, another a governess at $100 per month, and a third a seamstress at $60 per month. These women were to have free quarters in Tokio and their passages out and back paid.
