ABSTRACT

This chapter aims to: outline the Pilot Learning Process and its goals, explain the three theoretical foundations on which it rests-participation by project members, a problem-solving methodology, and use of national researchers, and summarize the findings of the Pilot Learning Process. The Pilot Learning Process aimed to involve the project members of the 14 sample projects, together with selected aid agency staff members, in a novel program for assessing their projects. By involving the actual project participants in a study of how their project worked, the Learning Process organizers hoped to gain insights into reasons for success or failure of their projects. This learning process would give participants a method for evaluating future projects. It would therefore help participants and aid organizations to achieve better results in the future. The model focuses on the way project members respond to their range of choices in using the resources transferred to them by the aid agency.
