ABSTRACT

Comrade Stalin noted that this scheme should have formed the basis of a secret protocol to be attached to the treaty on post-war problems. Further Comrade Stalin touched upon two more aspects of the post-war order. First, he expressed the opinion that Germany must repay damage to the countries that had suffered f rom her (Great Britain, the USSR, Poland, and others). Second, it is desirable to establish a mil i tary union of democratic States in the newly reconstructed Europe in the interests of maintaining peace and order, which would be headed by a council or other central organ having international mil i tary forces at its disposal. Likewise, the Soviet Union would not object to establishing some state federations in Europe. Comrade Stalin asked Eden to express his opinion on all the subjects opened by him.
