ABSTRACT

Roosevelt said he would like to touch on several points. The first relates to Finland. The US Government has information that there are several groups in Finland that want to make peace wi th the USSR.47 These groups cannot mobil ise their strength to demonstrate the possibility of peace with the USSR unless something concrete is done in this direction by the Soviet and US Governments. Representatives of the said groups have talked with the American mission in Finland in an attempt to f ind a basis for their aspirations. The US Government would proffer its good offices to do everything which in the opinion of the Soviet Government would guarantee the success of the cause of peace with Finland. Roosevelt stressed that the US Government did not mean to give advice to the Soviet Government and asked Molotov to convey this information and the opinion of the US Government to Comrade Stalin.
