ABSTRACT
Hull's draft on the lend-lease of armaments, which Litvinov communicated to Moscow on 27 May, remains in force.54 Neither Roosevelt nor Hull broached this subject when talking with me. I also did not touch upon this question in my talks in Washington. Concerning this question I propose the following:
1. To add to the draft agreement, in two places (the end of the second paragraph of the preamble and the end of the first paragraph of Article 7) the following words: "To which the Government of the USSR has adhered".
