In relating this information, I taunted that it had been an unpleasant fact that even the Romanians, with whom, it was true, the Americans are not at war, had been involved in the success on the Kerch peninsula. Roosevelt took the hint, laughed heartily and then told me that the Romanians were simply not worthy of attention. Connally remarked: Your enemies are our enemies. Roosevelt's message to Congress with the proposal to declare war on Romania, Hungary and Bulgaria, and Congress's rapid consent, were perhaps connected to a degree with that lunch.
