Molotov 5 June 1942
On 4 and 5 June Molotov prepared a lengthy telegram with the text of the Second Protocol on Lend-Lease supplies to the USSR that he received from Roosevelt, and that had been agreed on as a result of a great deal of work by the Soviet, American and British sides. The Protocol far from satisfied Soviet requirements, but at the same time it demonstrates convincingly just how significant and diverse Lend-Lease deliveries to the USSR were. The telegram was sent in parts and received in Moscow after Molotov had left the USA.
