ABSTRACT
In many western industrialized countries two phenomena have attained prominence during the past decade in debates about educational priorities and directions: first, the perceived need to restructure the education system to develop a higher degree of literacy and numeracy skills among students in response to the increased competitiveness and technological sophistication of the global economy; second, the growth in linguistic and cultural diversity primarily as a result of increased migration and refugee resettlement programs.
