ABSTRACT
The following analysis investigates the "ups" and "downs" of imprisonment in Germany as regards their main char acteristics. Our understanding of ups and downs, however, is not limited to mere quantitative aspects of prison contraction and expansion. It covers also the corresponding institutional and ideo logical background. Therefore, it is concerned, too, with qualitative ups and downs as they are reflected in penal ideology, in prison leaves and prisoners' rights.
