ABSTRACT

The following analysis investigates the "ups" and "downs" of imprisonment in Germany as regards their main char­ acteristics. Our understanding of ups and downs, however, is not limited to mere quantitative aspects of prison contraction and expansion. It covers also the corresponding institutional and ideo­ logical background. Therefore, it is concerned, too, with qualitative ups and downs as they are reflected in penal ideology, in prison leaves and prisoners' rights.
