ABSTRACT

This chapter addresses a range of issues in the financing of Medicaid and care for the uninsured. There are far more uninsured adults than children. Uninsured rates vary inversely with income. The uninsurance rate for children below poverty is 24.6 percent and for children between 100-200 percent of poverty, 27.1 percent. Together children below 200 percent of poverty account for 73.0 percent of uninsured children. Uninsurance rates vary by race and ethnicity. Uninsurance rates increase as health status deteriorates. The uninsurance rates are lowest for those in excellent health, increase to 22.9 percent for those in good health, and are 19.5 percent for those in fair or poor health. Uninsured rates are lowest for those in working families. The uninsurance rate is 8.3 percent for those living in a household with two full-time workers and 17.8 percent for those in a household with one full-time worker.
