ABSTRACT
T H E analysis of the foreman's opportunities and middleclass position has made i t clear that decentralization as a principle of industrial order can be applied only where there is at least a rudiment of genuine executive functions. I t can not possibly be the basis for an integration of the worker into industrial society; for i t is almost the definition of the in dustrial worker that he does not direct but is directed.
