ABSTRACT

This introduction presents an overview of the key concepts discussed in the subsequent chapters of this book. The book utilizes the rural South to illustrate and illuminate the state of and changes in American industry and the uses and impacts of technology. It suggests that new state and local policies and programs that could both strengthen the comparative advantage of the region's industries and bring the rural South closer to parity with the rest of the nation. The chapter explains the historical developments that brought it to its present state. It addresses issues related to education and skills—demand, application, and availability. The chapter describes the institutions and organizations that educate and impart skills and how well they serve the current and emerging needs of industry. It summarizes the key policy issues and suggests that new roles for and relationships among public and private entities.
