ABSTRACT

This introductory chapter talks about comparative studies in social administration. Comparative studies present problems, but they can also be immensely stimulating to those who have studied in any depth some aspect of their own society. Pursued in conjunction with other academic studies they can encourage a more analytical approach to social phenomena, helping the student to see that simple description brings only a limited understanding. In studying the social services the student of social administration is concerned with their objectives (policies), their operation (administration) and their achievements. The emphasis given to one or other aspect of these social institutions may differ, but a serious study of social administration must comprehend all three approaches. The chapter then describes some aspects of social administration. It finally presents an overview of other key concepts discussed in this book.
