ABSTRACT

This conclusion presents some closing thoughts on the concepts discussed in the preceding chapters of this book. The book reviews the current circumstances of public higher education in California and the rest of the country, including recommendations for national, state, and university leaders. It presents the University of California's hedgehog concept, taking into account the changes that Clark Kerr overlooked. This will require a process of leadership renewal. The nation's leaders must do whatever is required to revitalize public higher education. A national master plan for higher education needs to be drawn up in order to win what Claudia Goldin and Laswrence F. Katz (2008) have called the race between education and technology and to rebuild and expand the middle class. This is too important to be left to the whims of the voters of individual states. Federal funds and federal oversight will be needed to overcome this crisis.
