ABSTRACT

The process of dealing with responsibilities, maturation, and identity departs immediately from the job description or in normative institutionalists' terms, role definition, the basis of any effort to maximize the potential of public members. Orientation sessions present an opportunity to underscore the significance of public service over professional loyalty. New institutionalists would assign top priority to orientation programs, simply because propositions related to action begin with rules, identities, roles, and routines, all elements affiliated with these efforts. The new institutionalist agenda for governance envisions a reality characterized by a democratic order of rights, rules, and institutions created and sustained by active education and socialization. The education and development of the public member has an international dimension. In addition, serving as an aid to a board constituency of prime importance are job descriptions containing information referred to earlier in this work for public members and other constituencies represented on the governing body.
