ABSTRACT

Foundations are considered public when their donations come from the public, and they are considered private when they do not receive public donations. The year 2011 was the thirtieth anniversary of the birth of China's first public charity—the China Children and Teenagers Fund. China–Africa Project Hope is a joint effort with the World Eminence Chinese Business Association, Global Chinese Business Leaders Club, and China Youth Development Foundation. The Shanghai United Foundation is a grant-giving public foundation that committed to supporting civil charitable organizations. The Shaanxi Western Development Foundation was formerly known as Shaanxi Open and Reform Foundation, and changed names after the Foundation Management Ordinance was enacted. Following the One Foundation's establishment in Shenzhen, the Beijing United Charity Foundation successfully registered in Beijing as a nongovernmental public foundation. The theory of path dependence can be good explanation for dilemma of public foundations' reform.
