ABSTRACT

Although children's entertainment programs may have educational value, people expect to see a reasonable amount of programming which is particularly designed with an educational goal in mind. There are many imaginative and exciting ways in which the medium can be used to further a child's understanding of a wide range of areas which are crucial to a child's development. The wide range of areas include history, science, literature, the environment, drama, music, fine arts, human relations, other cultures and languages and basic skills such as reading and mathematics. Censorship is not the way to protect children from inappropriate television. The right to express what some may consider offensive speech is the price Americans pay for the richer freedom of political speech and expression that people cannot afford to lose. The "importance", the Policy Statement concluded, extends far beyond the question of what children see to their participation in society.
