ABSTRACT

A constantly recurring theme in development projects that have not met their goals has been that the given problems have been treated as purely technical. The plan is that approximately three thousand cattle be run within this area, the exact number being adjusted from time to time by sales or purchases to maintain a technically correct balance between numbers of cattle and the amount of food and water available. Most of the Somali people in the area do not realize or understand that the work being undertaken is a project in range management. From their point of view the Somali Government is building uars for them just as it has built uars and dug wells for them in the past - to supply them with the water they so desperately need during the dry season. The District Commissioner and other local officials have no more understanding, than do the people, of the ideas and concepts underlying proper range management.
