ABSTRACT

One of the basic characteristics of human life is that it is organized on a group basis. All men belong to social units which provide advantages that could not be obtained through individual action. Perhaps most development agencies operating in the non-industrialized world offer inducements to village people for participation in selected projects. In September 1961 a Planning Commission official asked the director of the Academy whether it was possible to organize a public works program in the villages to increase employment and income, and whether the workers would accept wheat in part payment of their wages. Many kinds of development works are needed in the long-neglected countryside, including roads, bridges, culverts, schools, houses, ponds. The plan had to be revised, and it was fortunate that the revision could be done promptly. Planning at the village level is far from perfect, hence rigid adherence to initial plans may be fatal.
