ABSTRACT

This chapter suggests that the bureaucratic supply of services, in combination with representative majority rule, does indeed serve the high-demand group quite well at the cost of indifference by some and an absolute loss by others. The government is characterized by the bureaucratic supply of public services, majority rule, and a proportional tax system. The first form of government represents the present characteristics of government in the United States and other Western nations. The second form of government considered is characterized by the bureaucratic supply of public services, a two-thirds rule, and a proportional tax system. The third form of government considered is characterized by the competitive supply of public services, majority rule, and a proportional tax system. Given the bureaucratic supply of public services, only the high-demand group, most of whom have relatively high incomes, would usually favor majority rule over a two-thirds rule.
