ABSTRACT

The major changes to the present character of bureaucracy involve changes in the Incentive re of the bureaucracy and changes in the incentives of bureaucrats. The most important change in the present structure of bureaucracy would be to increase the competition among bureaus in the supply of the same or similar services. A second major change, which maintains the bureaucratic supply of public services but changes the incentives of bureaucrats, should be considered. Systems analysis and program budgets are the most important recent experiments in management techniques for improving the efficiency and responsiveness of the bureaucracy. These techniques, used in support of the bureaucracy, can thus address the efficiency problem but not the more general problem of oversupply in a bureaucracy. It is most important to recognize that neither businessmen nor bureaucrats have any inherent motivation to be efficient. This chapter concludes with a discussion of the role of analysis in support of the bureaucracy.
