ABSTRACT
In 1998, I decided to run for mayor of the District of Columbia. Marion Barry was still the mayor, but it had become increasingly obvious that he was having a harder time with Congress and the business community than he did during his first tenure as mayor, when he was one of the best mayors in the country. He may have been able to get back in office after his scandal, but his ability to govern would never be the same. He rightly decided that he would not seek another term as mayor.
