The government aids humans and animals in need of rescue, in crises, and in emergencies. Preparation for emergencies is the best way to prevent loss of life. Police, first responders, fire fighters, Homeland Security, and other agencies deal with animal rescue. The image of a firefighter attempting to rescue a kitten from a tree is iconic, and it attests to civil servants' willingness to assist animals in emergency situations. Local crises may be subject to different regulations, and municipalities may prosecute cruelty differently in crises scenarios. Local crises may include any man-made or natural destabilization to the community. Local crises may involve the criminal justice system in unexpected ways. Local crises may expose abuse, abandonment, neglect, or ordinance violations when law enforcement personnel are required to unexpectedly enter private property during emergencies. The presence of animals in emergency situations can significantly complicate emergency responses.
