ABSTRACT

The Negro problem has the manifoldness of human life. In a manner and to a degree most uncomfortable for the Negro people in America, both the sexual and the social complexes have become related to the Negro problem. Another and equally important reason why the Negro problem shows an increasing involvement with all sorts of other special problems is the fact that America, has started to use the state as an instrument for induced social change. Two principal points will be made by way of a preliminary and hypothetical answer, as they influence greatly our general approach to the Negro problem. The first point is the American Creed, the relation of which to the Negro problem will become apparent as our inquiry proceeds. The second point is the existence in society of huge institutional structures like the church, the school, the university, the foundation, the trade union, the association generally, and, of course, the state.
