ABSTRACT

In 1975 the Community Services Administration replaced the Office of Economic Opportunity. Community Development Corporations (CDC), utilizing private-sector techniques and management, are designed to revitalize economically depressed communities and neighborhoods. The Council has long been a strong proponent of the community economic development approach and of the vital and critical role CDCs play in improving the economy of the economically depressed communities. State Economic Opportunity Offices were funded to represent the interests of the poor at the state level, advise the Governor and State Legislature on ways to attack poverty in the state, and provide training and technical assistance to Community Action Agencies and other grantees. The Council believes it important to re-emphasize a central point, that the primary objective of the Economic Opportunity Act is to provide programs that are designed to end the economic dependence of the poor.
