It is only the reasonableness of this requirement that we should concern ourselves with since the author considers the principle itself to be a proper constitutional exercise of legislative power. If we deem it necessary to have more evidence to reject or sustain this particular off-street parking section or the zoning classification in question, I would remand the case to the trial court to determine these matters after hearing further evidence thereon. Nevertheless it should be considered that in approaching this problem my brethern have given scant attention to the right of the people of Denver to govern themselves, the fundamental concept of our democracy. We do no. think that inference is warranted but if it were it needs no argument to demonstrate that claimed private rights must yield so far as they are inconsistent with paramount public rights.
