Mindful that the variety and types of food available to African households were important determinants of healthy diets, Africare, from the early 1980s, began encouraging a diversity of food-raising activities in African nations. Since 2000, Africare has used its annual reports to emphasize the linkage of agriculture, environment, and water in providing food security; the Food for Development program plays an increasing role in the narrative. Farmers everywhere across Africa faced similar hurdles, from the nature of the climate to the paucity of resources. Helping farmers upgrade the quality and increase the quantity of rice, a major staple in the diets of many Africans, was another contribution to their better health. Fish is food of high protein value that Africare program planners, from the early 1980s, promoted in discussions with villagers and government ministries. The goal of increasing food security in the Kaolack region was at the heart of the Kaolack Agricultural Enterprise Development Program project and it succeeded.
