ABSTRACT

This chapter draws heavily upon the secondary source in an effort to estimate the volume of accessory conversions which occurred during the past decade and to characterize the condition, occupancy, use, and ownership of this kind of housing. Total demolitions and losses at the national level are difficult to determine because no national system of public recording exists for them. The 1960 Census of Housing involved the first serious attempt to measure the components of inventory change in order to shed light on the changing character and quality of the housing inventory itself rather than merely as a check on government statistical reports of new construction. The proportions of conversions and other additions appear relatively small in the aggregate—only about 9 to 13 percent of the gross additions to the inventory. In central cities the rate of gross additions to the rental inventory from sources other than new construction has climbed even more dramatically.
