ABSTRACT

The shortage of blacks and Hispanics entering the key areas of the future work force only serves to further restrict their entry into the top positions in business and industry, government, and civic affairs. To work, the agenda must reflect experience and insights from virtually everyone—from public officials, private citizens, from government, business and non-profit institutions. Gradually—but certainly increasingly—minorities are occupying positions of influence and leadership in government, business, and academia. Quite simply, the full participation of blacks and minorities is vital to our success as a world leader and a prosperous, caring nation. Of the 904 doctorates earned by blacks in 1987, about 413 are in education, 35 are in the physical sciences, 25 are in engineering, and 2 are in computer science. More than two-thirds of all black college students attend predominately white institutions.
