ABSTRACT

The assessment of Extension Programs at the 1890 Land-Grant Institutions and Tuskegee University comes primarily from a recent US Department of Agriculture publication, Serving People In Need, probably the most recent up-to-date account of current programming in the 1890 institutions. Extension Programs at 1890 schools now function within guidelines established by the Food and Agriculture Act of 1977. The 1890 Extension Programs have targeted people with limited economic resources who have often lacked the educational background of most Americans. Several 1890 Extension Programs have assisted small-scale farmers in setting up farmers' markets, which give them a competitive edge by "cutting out the middle man". Issues programming is not new to the 1890 Extension Programs. These programs have a tradition of looking first at the needs of people and next at available resources in order to best utilize them to get the job done.
