ABSTRACT

Important changes taking place in the operating environment of government organizations have forced leaders in many nations to reshape the way they carry out their assigned tasks. Public administrators are developing new ways of managing their organizations and delivering their services to citizens; in the process, they are changing the face of government. The transformational change process in government organizations begins with recognition by senior agency or unit managers of an organizational or delivery problem that cannot be resolved with minor modifications to the existing system. State tax and expenditure limitations in the face of rising wages and salaries of state and local workers, pension contributions, and huge investment in sorely needed infrastructure renewals are common woes heard in the halls of state and local governments. Transformational change in government is a global movement that has been underway since the 1980s.
