ABSTRACT

Understanding the process of transformational change in government begins with understanding the meaning of the term. Governments are undergoing transformational change because they must. Public administrators and managers are being pressured to implement changes in the structure of government operations and in the strategies needed to meet the challenges they are encountering in the new century. While existing in some agencies, the old public perception of government agencies as inefficient and ineffective hierarchical institutions that focus on maintenance management is being replaced. An example of change in the rules under which work is done in a large government organization was described in a case study of the UK national health system. Planning, and funding government services based on the measured performance of agencies providing the service is a key component in performance management. Like businesses, governments have also turned to plan future actions as outsourcing of services for both internal and external applications, public- and private-organization partnerships, and other related activities.
