ABSTRACT
1. However good the system of training recruits for the Civil Service in England may be, local training courses carried out on arrival in the Colony are essential. In the case of Technical Departments, such as the public Works and Railways, the local course need only be very brief provided that sufficient care has been taken by the recruiting agents to engage men properly trained in their respective professions.
