ABSTRACT

As legislation is introduced to ensure the interoperability of railway systems across Europe, the issue of safety at cultural interfaces has become a subject of considerable interest to the rail industry. Organisational learning could work at many levels; at the operational level we have the specific railway undertakings, and their subcultures, and how they interfere with other railway undertakings and actors in railway operation. Building safety culture at interfaces has been seen as a learning process that requires involvement and commitment between organisations. The following questions need to be explored in order to improve safety culture at interfaces: What is safety culture at interfaces, that is, which definition is useful? How do we understand safety culture at interfaces? How could we improve safety culture at interfaces? To identify the major safety challenges at interfaces, the chapter analyses the safety critical functions that have been identified in the preceding scenario analysis.
