ABSTRACT

The Rail Safety and Standards Board Limited (RSSB) commissioned the Human Factors Group at Cranfield University to conduct a survey of railway passengers. The Ladbroke Grove Rail Inquiry reported that passenger perceptions may not always reflect the real risks on the rail network, and may even conflict with proposed safety initiatives. The safety risk model is used to quantify current levels of risk, and to determine priorities for risk reduction and safety improvement. Recommendation 60 of Part 1 of Lord Cullen's Ladbroke Grove public inquiiy stated that 'comprehensive market research in regard to safety related measures should be carried out in order to take account of the views of informed passengers’. Number of safety initiatives has been researched with a view to improving passenger safety, and the outcomes of safety critical situations. The safety and risk questionnaire also asked participants to estimate the relative risk of fatality when travelling by rail, compared to other modes of transport.
