ABSTRACT

This chapter provides the work of describing in some detail one miniparadigm that can accelerate the development of public administration. It also provides both orientation to and example of a burgeoning field of inquiry and application. The chapter is comfortably in the tradition of some well-known work in public administration. It seeks to differentiate itself from the bulk of the literature in one critical particular. The chapter describes an effort to induce a set of processes or behaviors within MARTA and, as such, it has very little company in the public administration literature. Metropolitan Atlanta Rapid Transit Authority (MARTA) was seen as a challenging context in which to apply the technologies consistent with OD values. An approach to describing central OD dynamics is at once simple and convenient, and yet it reflects many of the essential realities of successful OD efforts. The ideal is a life space characterized by regenerative sequences in which, almost literally, individual cannot lose for winning.
