ABSTRACT

This chapter details an Organization Development (OD) application whose most immediate relevance is for individuals, specifically those struggling with the personal and practical problems of being demoted. It describes that the public administration literature has fixated on macro- issues associated with public personnel administration that suggest the need for interventions. There are periods of rest and consolidation, of course. But, basically, the human alternative to growth and development is regression and decay. With the cyclical model of human development or regression as a dominant background feature, the focus will be narrowed here to one example of a broad family of critical interventions. C. M. Hampden-Turner has developed one such cyclic model that has a special value. He proposes an existential learning theory in the form of a cycle of accumulating human experience.
