ABSTRACT

States Parties shall take all appropriate measures to eliminate discrimination against women in order to ensure to them equal rights with men in the field of education and in particular to ensure, on a basis of equality of men and women: Article 10 is the first of the economic, social, and cultural rights in the Convention and arguably the most important, facilitating the enjoyment of other rights. It focuses on the negative impact of discrimination on the realization of the right to education for women and girls. In its recommendations in both the communications and inquiry procedures under the Optional Protocol, the Committee has enjoined States parties to train service providers and personnel including police and judges to tackle the shortcomings identified. The UNESCO Education for All (EFA) goals include a gender-equality goal. These goals led to the inclusion of universal primary education and the promotion of gender equality and empowerment of women in the Millennium Development Goals (MDGs).
