ABSTRACT

The aim of this paper is to discuss how we will undertake a common project to develop IT systems in support of service providers working with disabled persons in Europe. Effective communication is an important factor in providing socio-political services. This is especially important in regions with low population densities where the physical distance between service providers and users is great. There is an important, but currently understated, need for development of IT to support the elder and disabled persons in our society. However, these people have special needs which can be addressed through the use of IT. There is an increasing need for access to timely and current information concerning the law, national and regional policy and is a praxis of concern to the less able members of society. Access to a wide range of information via computer and networks is increasingly common at local, regional, national and international levels. This can, at one level, be the use of ‘fax databases’ where information can be obtained via fax by ringing the appropriate database whilst at the other extreme, ‘multimedia’ or by connection to Internet and the World Wide Web.
